The Pangoal Institution Held a Seminar on Pension Policy Redesign and Aging Society Research Report

On the afternoon of November 30th, the Symposium on the Aging Society 30 Forum (5) - "Reconstruction of Pension Policy and Aging Society Research Report" was successfully held in the Vineyard No. 1. This event was jointly organized by the Aging Society 30 Forum and the Pangoal Institution Aging Society Studies Center.

The meeting was hosted by Ma Qiji, executive director of the the Pangoal Institution Ageing Social Studies Center, member of the 50-member forum of the Information Society, and Aging Society 30 Forum. Ms. Zeng Hongying, the director of the Social Management Office of the Social Development Institute of the National Development and Reform Commission and the 30-member forum of the aging society, gave a wonderful speech on the topic of “Redesigning the Pension Policy”.

Ms. Zeng Hongying believes that China’s pension policy needs to be redesigned. The current pension policy only plays a role in setting market access and regulating market order, and the size of market entities has grown increasingly. In the future, creating demand in the aging society is the key to the market, so it is important that policies guide innovation and how to develop standards for aged care services and products. Second, the pension policy should be turned to incentives to solve problems. On the issue of old-age care, the role of the government is not to solve it on its own, but to solve the problem through market mechanisms. Third, the pension policy should be changed from expressing public welfare to passing on respect. Implementing the pension policy is not simply to do practical things for the people to do good things, but to promote the market and to promote the supply of pension services. When is the need for institutional pensions coming soon? Ms. Zeng Hongying judged that the large-scale medical care-based needs may take some time.

Subsequently, Li Jia, deputy director and researcher of the the Pangoal Institution Ageing Social Research Studies Center, gave a brief introduction to the Aging Society Annual Report .

Liang Chunxiao, director of the the Pangoal Institution Ageing Social Research Studies Center, pointed out that aging is bringing about changes in the entire social form, and economic, cultural, psychological, religious and other aspects face major challenges. the Pangoal Institution proposed the "Annual Report on the Aging Society" to some extent to try to understand the evolution of the old society from a more comprehensive perspective and promote a better transformation of the entire economy. On this basis, we can provide a basic idea that can be relied upon for policy design.

Subsequently, Fang Shugong, Secretary-General of the Beijing Shifangyuan Charity Foundation; Guo Xin, the founder of Beijing Pegasus Brigade, vice chairman of the Zhongguancun Big Data Industry Alliance, and the member of the Aging Society 30 Forum; Wang Junxiu, director of the Information Society Institute of China Information Economics Association, and the the member of the Aging Society 30 Forum; Wang Guiqin, chairman of the Shifangyuan Charity Foundation; Liang Chunxiao, sponsor of the Aging Society 30 Forum, director of the the Pangoal Institution Aging Society Studies Center, senior consultant of the Ali Research Institute; Yuan Ruijun, associate professor of the School of Management of Peking University, member of Aging Society 30 Forum;Zhi Fenhe,Secretary-General of the National E-Commerce Commission, Teaching Supervisor of Beijing Union University, professor; Tang Ying, Secretary-General of the Aging Society 30 Forum, Special Research Fellow of the the Pangoal Institution Aging Society Studies Center; Wang Yue, deputy secretary-general of the Pangoal Institution, director of the academic  service department, conducted in-depth discussions on this topic.

Moderator Ma Qichen believes that empowering enterprises is a means to study how to achieve policy guidance to the market through empowerment.

Finally, Wang Junxiu, director of the Information Society Institute of China Information Economics Association, and the the member of the Aging Society 30 Forum, summarized the seminar. He stressed that the reason for the redesign of the pension policy is to respond to the "heritage" of China's industrialization process over the years with the principles of deep integration and sustainable development. In addition, in the context of the aging of the whole society, the extent to which the government's policies are to participate and guide the development of the industry requires careful consideration.

In the aging process of the continuous expansion of the elderly population in China, the continuous improvement of the proportion, and the rapid advancement of aging, family pensions are increasingly unable to meet the needs of the elderly, and the development of socialized market-based pensions is imminent. At present, the development of China's pension industry still has problems such as insufficient supply of services and products, lack of standard norms, unclear profit model, and insufficient profitability. There is an urgent need for government support, especially policy support and regulatory safeguards.■
